Federal program helps with purchase of new ferry boat

In a land-locked state like Arizona, you wouldn’t think anyone around here needs to rely on a boat for transportation. But in an area near the far western portion of our state, there actually are many people who depend on a ferry to get to jobs, school and recreation…

The ferry boat we’re referring to belongs to the Chemehuevi Tribe and it makes several trips per day between the docks in Lake Havasu City and the Chemehuevi community, which sits just across the lake.

So, what does all this have to do with ADOT?

ADOT recently oversaw the allocation of federal grant funds from the Federal Highway Administration to the Chemehuevi Tribe. The money, which comes from the FHWA Ferry Boat Discretionary Program, was used to build a new terminal building and parking lot and for the purchase of a brand new ferry boat, according to Chemehuevi Tribal Planner Bill Cox.

Cox explains the partnership with ADOT has been a good one…

“It was a learning curve for us,” he said of the federal grant submittal process. “ADOT helped us get through the process of purchasing land … they were there to help us out … it was a great working relationship and it still is.”

Misty Klann, an ADOT planner and tribal liaison, explains the experience was a learning curve for ADOT, too – this was the first time ADOT administered a grant from the Ferry Boat Discretionary Program.

“In administering those funds, we had to embark on some understanding … trying to figure out the details around the funding,” she said.

According to the FHWA website, there are several guidelines determining which projects are awarded funding, including a requirement that says the grants are available only when it is not feasible to build a bridge, tunnel or other normal highway structure (you can read more about the program’s guidelines HERE).

The Tecopa
A boat ride across the lake amounts a roughly 18-minute trip, says Cox, where the drive would take you over 90 minutes. The faster trip is more convenient and helps people in each community get across the lake for jobs, school, shopping and recreation.

The Chemehuevi Tribe has been providing a ferry service since the early 1990s, according to Cox.

They started out with smaller boats before obtaining the Dreamcatcher – a ferry boat that was in use from 1996 until just this month.

The Dreamcatcher held 97 passengers and two crew members and she was “a very good boat,” according to Cox, but age, wear, size and a few other factors meant it was time for a new one that would be able to provide the type of service the Chemehuevi Tribe wanted to offer.

That’s where the grant funding comes in…

It was used to help the tribe purchase the Tecopa, a new boat that can carry 150 people, plus three crew members. The inaugural sailing of the Tecopa, which, by the way, means “wildcat” in the Chemehuevi language, took place on Dec. 3.

The grant funds also went to construct a terminal building and parking lot in Lake Havasu City. Before now, there wasn’t a terminal or space to park, Cox said.

And, in case you were wondering … the Dreamcatcher’s days in service are not over! Cox says she will be completely refurbished (stronger hull fittings, etc.) and will serve as a backup to the Tecopa and will also be available for special events when a second boat is necessary to adequately serve the public.

ADOT director appointed to national research council oversight committee

We’ve blogged before about how vital research is when it comes to progress in the field of transportation…

Whether it has to do with methods, the environment, maintenance or safety; research plays a big role at ADOT.

Which is why it’s exciting to hear that ADOT Director John Halikowski has been appointed to the prestigious Transportation Research Board Subcommittee for National Research Council Oversight, a post he will hold until 2016.

This subcommittee of the Transportation Research Board Executive Committee was created in 1982 as a mechanism to ensure that the research board meets National Research Council standards for objectivity and that its activities are appropriate for the research council.

The subcommittee’s major functions are to monitor the Transportation Research Board with regard to committee and panel appointments and report review, and to assist with the periodic summary of programs presented to the National Research Council Governing Board.

Robert E. Skinner, Jr., executive director of the Transportation Research Board, said Halikowski is a leader in applying research to solve everyday transportation problems.

“John is one of the leaders in our field who really understands the role of innovation in making his constituent’s lives better. As chair of the American Association of State Highway and Transportation Officials’ Standing Committee on Research, he has been a forceful advocate for deploying transportation research results in order to do things smarter, faster and more cost-effectively,” Skinner said.

Through his existing service on the American Association of State Highway and Transportation Officials’ Standing Committee on Research, Halikowski is involved with the upper echelon of research in the transportation field. The appointment to the Transportation Research Board oversight committee places Halikowski within the preeminent transportation research body worldwide.

“Arizona has become a leader in transportation research,” Halikowski said. “An appointment to the Transportation Research Board’s Subcommittee for National Research Board Oversight positions Arizona to be at the nexus of the best and most innovative research being conducted in the United States. It provides Arizona with a voice in directing the activities of an important national resource.”

New report details long-distance, rural travel

New report looks at long-distance and rural travel.

When developing a future route, ADOT planners don’t just guess where the road should go. Instead, they depend on detailed data and planning analysis tools to make their decisions…

One of those tools – the travel demand model – is something we’ve blogged about before. To refresh your memory (it has been about a year, after all), here’s how we described it then:

A travel demand model consists of a series of interlinking computer programs that use statistics and demographic information to forecast current and future transportation system conditions.

That means ADOT can plug in data – info like how many people live and work in various communities – and the model will forecast the trips taken by drivers and transit passengers, where they’re going and what roads and transit services are being used. Basically, it gives planners a good idea of what future traffic patterns might look like.

In that post, we also stated that the key to better, accurate modeling is better and accurate data, which is why a recent report from the National Cooperative Highway Research Program is so significant.

Long-Distance and Rural Travel Transferable Parameters for Statewide Travel Forecasting Models

According to ADOT Director of Transportation Analysis Keith Killough, this new report provides “a compendium of data collected from various sources, on long-distance and rural travel.”

Those two segments are typically tough to address because, according to the report, many statewide models are built on practices originally developed for forecasting in urban areas.

“Information describing these markets, and how they vary from state to state, is sparse and many states do not have the resources to initiate original data collection to develop a set of model parameters. Yet these same states have a pressing need to have confidence in reasonable data for personal rural and long-distance travel,” the report states.

Killough, who served as chair on the NCHRP project panel for this research, says the report utilizes data from a multitude of national household transportation surveys, also known as travel diaries. These surveys contained questions on travel purpose, number of trips and demographic data like household income, autos available, number of workers, etc.

How the results will be used and the importance of modeling

The data in this report will help states that do not have travel demand models to develop them, according to Killough. States like Arizona that do have travel demand models can use the data to validate and improve current models, which is an important key to reliable results.

“The main way that models help, is they let us avoid the problems that come with trial and error” Killough said.

International Walk to School Day set for Oct. 3

International Walk to
School Day is tomorrow!

Before you drive your kids to school tomorrow, why not consider a different way to get them to class in the morning?

Maybe walking or riding a bike to school might be a good option? Not only would your children be getting some extra exercise, but they’d be joining students across the world, who will be participating in International Walk to School Day!

That’s right … tomorrow is a day devoted to encouraging children of all ages to walk or ride a bike to school in order to develop healthy habits that will last a lifetime.

ADOT and the Arizona Department of Health Services are urging families, schools and communities to participate in Walk to School Day. This year, more than 160 schools and nearly 50,000 students will participate statewide. Globally, more than 40 countries will take part in this annual event, which first began in 1997. The goal is to get kids excited about walking or bicycling to school regularly and getting their daily exercise.

“Walk to School Day is a fun and easy way for kids to get their physical activity and for families to connect with their neighborhoods,” said Brian Fellows, ADOT’s Safe Routes to School program coordinator. “Walk to School Day has been so successful in the United States and internationally because it’s so simple to do. And as schools balance the demands of a busy academic day, walking to school makes so much sense to keep kids active.”

Safe Routes to School
In order for kids to be able to walk and bicycle to school, they need to have safe facilities, such as sidewalks and safe crossings. As part of a federal program, ADOT’s Safe Routes to School program provides grant funding to communities so they can construct these facilities, hold their own events and start their own Safe Routes to School programs. Many schools around Arizona are coordinating their own Walk to School Day events this year by using federal funds they received through ADOT’s Safe Routes to School grant program. Since its first grant cycle in 2007, ADOT has provided more than $15 million to schools and communities statewide for infrastructure projects and creative and educational programs. Schools, school districts, municipalities, tribal communities and nonprofit organizations are all eligible to apply for reimbursement grants, which are administered by ADOT.

ADOT oversees quick removal of graffiti throughout the state

Not all graffiti can be painted within a day. Graffiti in some

locations (overpasses,overhead signs, etc.) takes more time

because road closures are often required.

It’s a real shame to see a road tagged with graffiti -- especially because we know all about the effort that goes into building a freeway in the first place.

Unfortunately, it does happen.

Fortunately, ADOT is vigilant when it comes to painting over the offending spray paint…

By the way, did you know there’s a way you can us help out?
If you spot graffiti on ADOT right-of-way (think freeway ramps, drainage structures, concrete barriers, sound walls, etc.) in the Phoenix-metro area, you can call ADOT’s graffiti hotline to report it.

That number is 602-712-6726.

All you’ve got to do is call and leave a message with the location and a description of the graffiti and our crews will take it from there…

How it works
ADOT has a company on contract that handles graffiti in the Phoenix area. When a call comes in, ADOT sends out a work order and, typically, the graffiti is taken care of within the same day (priority is given to vulgar or threatening graffiti).

Once on location, the crew actually mixes a paint color on-site, according to ADOT maintenance superintendent John Zandler.

“They are trying to make it look like it was never tagged and I think they do a pretty good job with that,” he said.

Making an area look as if it had never been tagged is important to deterring future taggers. A re-painted area that’s been poorly color-matched can act as a “frame” for the next tagger, Zandler said.

“If you can make it look like nothing ever happened, they’ll stay away from it,” Zandler said.

So, how do crews match the paint effectively?

“ADOT probably has six or eight standard colors,” Zandler said. “That helps, but really they start out with a base paint and mix colors on their truck to make whatever color they need.”

From there, the crews will test the paint on the wall, let it dry and, if it’s a good match, spray it on to cover the graffiti.

Funds to pay for the contracted company come from the Maricopa Association of Governments (MAG) and are part of the regional transportation plan.

Graffiti outside the metro area
So, what about graffiti in places outside of the Phoenix-metro area?

ADOT maintenance crews handle it in areas across the state and they’re just as vigilant.

Once the crews spot graffiti (or, it’s reported by a driver), they’ll go out and paint over it similarly to the methods outlined above. Contact information for ADOT’s various maintenance districts can be found on our website.

5 electrical maintenance tasks regularly performed by ADOT crews that you might not know about

Maintenance of the I-10 Deck Park Tunnel.

Road maintenance is about more than just paving roads and fixing guardrail.

Hopefully, our blog (this set of posts specifically) has enlightened you to that fact. But we know we really haven’t even scratched the surface when it comes to covering everything our crews are responsible for.

That’s why today, we’re going to share with you, 5 ADOT electrical maintenance-related tasks you may not have known about:

1) Blue Stake requests
Blue Stake refers to the law that requires anyone doing any sort of excavation to call a statewide hotline (811) before they dig. Arizona Blue Stake, Inc. will then notify any underground facility owners (water, gas, electrical, ADOT, etc.) so they can mark the locations of their underground lines, allowing the person doing the excavating to avoid them.

ADOT has six techs in the Phoenix Maintenance District alone devoted to Blue Stake requests. These employees work with Arizona Blue Stake, Inc. by researching and then marking the location of any ADOT underground utilities that are in the way of an excavation plan.

“Our Blue Stake crew is dedicated to protecting our underground facilities,” said Joe McGuirk, ADOT’s electrical operations engineer for the Phoenix district, adding that his crew gets about 25,000-30,000 “tickets” or inquiries a year.

Everyone knows about ADOT’s bridges, roads and facilities that sit above ground, but the agency has a lot underground, too. McGuirk said there are things like conduits and fiber cable for ADOT’s Intelligent Transportation Systems (ITS) that are underground and crucial to the operation of the state’s highway system, along with all the wires that keep the freeways lit at night.

2) Pump House Maintenance
Just in the Phoenix-metro area, there are 70 pump stations. They’re all positioned near roadways and help to keep the roads dry.

“They collect storm water,” McGuirk said. “We don’t want water on our roadway.”

ADOT crews maintain the pumps and make sure they’re ready and working properly. The crews on this team also work on regular improvement projects to make sure the pumps will work efficiently. Besides all this, the crews are on-call during rainstorms to fix anything that needs repair in order to avoid flooding.

3) I-10 Deck Park Tunnel maintenance
A crew of three works to “keep the tunnel safe and ready for traffic,” McGuirk said.

Cleaning and maintenance are among the team's regular duties, but they also maintain the tunnel’s ventilation system. The eight ventilation fans in the tunnel keep carbon monoxide at safe levels.

4) Signals and lighting
This is the ADOT Electrical Operation’s largest group. The ADOT employees on this team make sure all of ADOT’s signals and lights are in working order (that includes changing quite a few light bulbs!).

McGuirk said in the Phoenix area alone, ADOT has 164 signals (that doesn’t include ramp meters) and roughly 13,000 light bulbs to maintain.

Duties in this section include preventative maintenance and coordination with municipalities and railroads. Unfortunately, this team also has to regularly replace wire that is stolen right out of the ground.

5) Intelligent Transportation Systems
There are 200 traffic cameras in the Phoenix district, along with about 80 DMS boards, and McGuirk said he has a five-person team devoted to the care and preservation of the systems.

This includes repairs and upgrades to the DMS boards themselves and fixes to the detector stations.

“We maintain all the equipment out in the field for ADOT’s Traffic Operations Center,” he said.

This is by no means a complete list of all the maintenance duties performed by ADOT crews. But, we hope it gives you a look at some of the “unseen” tasks being performed by our crews every day to help keep the state’s highway system operating smoothly.

No state highway closures over Thanksgiving weekend

Before you head off to enjoy your holiday, we’ve got a couple Thanksgiving reminders to share…

First off, ADOT and MVD offices will be closed Thursday, Nov. 22. We will reopen for normal business hours on Friday, Nov. 23. Find MVD office locations HERE and ADOT contact information HERE.

Second – and most important if you’re among the thousands of Arizonans who will be using state highways over Thanksgiving weekend – there’s some good news about your travel plans.

No construction-related closures are scheduled along state highways between Wednesday afternoon and early Monday morning!

ADOT will hold off on work requiring closures to ease travel and promote safety as the busy holiday season gets under way.

“We’re asking drivers to concentrate on safety and to be prepared before heading out on the road,” says ADOT Director John Halikowski. “That means getting adequate rest before traveling, obeying speed limits, avoiding distractions and never drinking and driving.”

Fourteen people were killed last year in a total of 12 fatal crashes on Arizona’s highways and local roads over the Thanksgiving weekend. Three of those crashes were alcohol-related and claimed four lives. It was the deadliest holiday weekend in the state in 2011.

Other safe-driving recommendations for holiday travel include:

Check your vehicle, including tire pressure, fluid levels and the condition of engine belts
Buckle up and double-check child safety seats
Be prepared for unscheduled closures due to accidents. Have an emergency preparedness kit that includes extra clothes, blankets, flashlights, snack foods and drinking water
Check on travel conditions before leaving by visiting ADOT’s Travel Information site at www.az511.gov. Statewide highway conditions also are available by calling 511

While no closures are scheduled over the holiday weekend, drivers are urged to use caution when traveling through existing work zones. Those locations include:

Interstate 17/State Route 69 interchange expansion work zone approximately 60 miles north of Phoenix
Interstate 10 widening work zones in the Casa Grande area east of Phoenix

Work to replace San Pedro River Bridge is under way

As you can see in the video above, work to replace the San Pedro River Bridge is in full swing…

Construction started Oct. 1 and continues until March, which is when the project will shut down for about six months to accommodate the summer migratory bird season in the San Pedro riparian wilderness area. Work starts back up again in Oct. 2013 and is on schedule to finish by spring 2014.

This project is designed to replace the existing San Pedro River Bridge (built in 1955!) with a new structure featuring wider traffic lanes and shoulders that meet current standards and provide adequate space for vehicles.

You might remember that we blogged about this project a few months ago and highlighted the public involvement process (here’s the link). People in the community told ADOT they wanted the highway to stay open – at least partially – during construction.

That feedback helped shape the project and the construction schedule…

“The community let us know during the planning phase of this that they didn’t want us to completely shut the highway down and do the construction of the bridge,” says ADOT Senior Community Relations Officer C.T. Revere in the video above. “So we kept a lane open and the traffic signal is controlling the traffic through there.”

Besides community comment, the bridge’s location has also played a role in shaping the project…

As illustrated in the video above, the bridge’s locale – it sits in one of two congressionally designated national riparian conservation areas in the country – has factored into how crews are working to construct the new bridge.

Wattles and sediment barrier are in the plan along with a re-seeding and planting plan that includes the replacement of trees that were taken down for construction.

“Some of those trees had to be removed because the bridge is going to be wider than the existing one,” Revere says in the video. “The one that’s there now is 26-feet wide. The new one will be 44 feet wide. Also the construction activities to build the new bridge required us to have some clearance.”

Crossing the gore area is not allowed

Gore area: the space between a through
roadway and an entrance or exit ramp

If it’s been a while since you studied up on the Arizona driver license manual, you might not recall that it is against the law to drive through a gore area ... or that it's three points against your license if you violate this traffic rule.

But your driving record isn't the only thing to worry about – crossing through the gore area is a dangerous move.

DPS Officer Carrick Cook explains that in 1998, DPS Officer Doug Knutson died after being struck by a vehicle that had crossed into the gore area. Officer Cook says that shortly after the tragedy, a law was passed making it illegal to cross or park in the gore area.

That law is very much enforced out on the roads in this state...

DPS statistics show that in just over three years, Arizona DPS officers have issued nearly 6,000 tickets to motorists for driving through the gore area. In that same time frame (July 2009 through earlier this month) officers have also issued 1,983 warnings.

Avoiding the gore area
Motorists should easily be able to identify a gore area – there are a few characteristics that are included in their design to aid drivers in recognizing the gore, according to ADOT State Traffic Engineer Al Zubi.

“We have included features to the marking of a gore area, such as a wider line, raised pavement markers on the side of the line to better delineate it and a dashed pavement marking configuration and end point to emphasize that the motorists need to keep out of the gore,” Zubi said.

Drivers who have no other alternative except to park in the gore area likely won’t receive a ticket. Officer Cook says if a car is disabled, the driver can stop in the gore area if that’s their only option, but it is recommended to pull into in the emergency shoulder lane or exit the freeway if at all possible.

“The simple fact is that it’s such a short area,” Officer Cook said of the gore. “People don’t anticipate crossing that line and it could cause some significant injuries … it’s a dangerous violation that we take very seriously.”
